How come every time someone sends a photo on iMessage the photo becomes a download that I can’t even download

There are 2 reasons that I know of where the photo would not show up:

Are you able to send photos?

I think it might be my storage since mms is turned on

Please follow up after freeing up some storage space to see if it solved the problem.
