For some weeks Safari does not work properly. Which means that Websites are not loading at all. When I turn off Apple Relay everything works and websites are loaded. I'm not sure if I blocked anything in Little Snitch that could be the reason. But then again why should everything work when I tun off Apple Relay?

You can try booting into Safe Mode then restart normally. Sometimes that will fix anomalies.
Start up your Mac in safe mode - Apple Support
You can also test while in Safe Mode.
Does this happen with all sites or just specific sites?
As an added bit of info, VPN's can or will prevent Private Relay from working properly or work at all.
Works fine here. I guess you have to disable Little Snitch to see if it's causing the problem.

Thanks. Tested it while in safemode and after a standard boot. Same situation.
Once there was the “normal” Safari can't connect to iCloud Private Relay message which sometimes shows up.

Thanks, just tried. Its still the same.
The screenshot was a from an attempt to connect to a specific website zeit.de which is a news page. But normally only some % of the loading bar appears an then get stuck.
I don't have an answer for you I guess. I have no problem with the page…
