Use the document Add a payment method to your Apple ID - Apple Support to review your payment methods such as credit or debit cards.
On a mobile device:
1. Open the Settings app.
2. Tap your name.
3. Tap Media & Purchases, then tap View Account. You might be asked to sign in with your Apple ID.
4. Tap Manage Payments.
Check there are not any problems with your payment method. They will usually appear in red lettering. If there are, make sure what you have entered is correct. If it is, contact your financial institution. Problem methods will usually have a notice in red lettering below them. If you cannot see a reason for a problem and you have contacted your financial institution, you may find the fastest route to resolution would be to contact Apple for assistance with this.
To contact Support, do this:

5. Select: Update payment method
6. Select a chat session or a phone call.

You do not need to set your account balance as default payment method. It is always the default method. You can't change that even if you wanted to so don't be surprised if you can't see how to do that. You can alter the order of non-balance payment methods.
I would think in this modern age of computer that checking your card would be almost instantaneous. I have never ever seen anybody complain about it taking 3 business days to update a payment method. I would think if this was a potential issue, it would be mentioned in Apple's documentation.

To verify your payment information, you need to -> Sign in to your Apple ID account page and edit / update your Apple ID details -> https://appleid.apple.com

If you update your payment method or add funds to your Apple Account balance, It would take about 1 to 3 business days in order to process.
If you're still unable to update your payment method, Contact Apple Support.

fyi: Not all credit & debit cards seem to work with App Store / iTunes Store, try a different one, or preferably a credit card.
If your card is not accepted as a paymenf method, you need to contact your bank.

If you can't remove a payment method
If you have subscriptions like iCloud+, have an unpaid balance, or you use purchase sharing, you must keep at least one payment method on file.
If you still need help, get more help and assistant from Apple directly, see Contact Apple for support and service -> Contact Apple for support and service – Apple Support (UK)
Go to your settings, tap on your name, then go to media & purchases, select view account, last go to purchase history. Here you will see if you have any unpaid orders that can cause you not to be able to download apps. Another issue could be if you recently filed a dispute with your credit card company due to some Apple charges. If so, your Apple ID maybe disabled this will not allow you to do any updates or downloads either. Hope this helps!
SOLVED - Ok, after hours of working on this from my wife's computer. On her phone I verified the credit card and the code worked. Back to the computer and the purchase worked without asking for a code.

Couldn't authenticate with my bank via Mac, iPad or iPhone.
When I logged on my iCloud account via webbrowser the bank authentication popped up.

Because you owe Apple money, or there is a problem with your payment method on file. It’s not them, it’s you. I’d suggest making sure your payment or account has money in it. And a sufficient amount. Have you recently purchased something through an app? Purchased anything on your phone at all? Has this method on file always worked in the past for purchase? Do you regularly check your balance or funds available in this payment method? Ironically, a purchase within any Apple app or a purchase for an app alone, typically does go through as a successful purchase at first…until they discover your card/payment won’t work (if it has always worked before, that’s when you know it’s your problem/problem with card like insufficient funds) and so now they’re not getting paid what they’re owed. So now you’re left in debt to Apple with a limited activity phone, while unable to download anything new like music, apps, etc. each time you try, you will get the same exact message again and again until you provide them with either an acceptable, functioning payment method and put it on file…or you just call and make a one time payment with a card that actually has the funds available. Very simple concept here. I’m speaking from my own personal experience, too. Hope I helped you, maybe…or maybe not. But good luck. Make sure your new method is apple friendly and acceptable and workable with Apple. And I would definitely check that balance in your account which you had linked all that time before, that card /payment method Apple kept declining and telling you to update /add a new one. Here’s the bottom line…if the currently troublesome payment method has been on there for a while, and has always worked in the past for purchases, that instantly proves it’s a problem on your end, and all your responsibility to correct. 1. Call the card company maybe. 2. Make sure you had enough money to cover your last Apple purchase 3. See if you’re in debt to or owe Apple any money (they don’t break it down into layman’s terms OR notify you in any way, specifically of an owed payment to them. They are passive aggressive and subtle, they have to be since they want your money and YOU in a position where you have no choice BUT to pay the amount due to them. So, that being said, they will just rashly go straight for the jugular…and handicap/slow down your phone, disabling all downloads of anything new, with that same general, multi-purpose and vague message popping up, while they know that could insinuate a lot of different things and have many reasons for appearing. These “tactics” Apple uses here confuses the general public including most people…even intelligent ones, like myself 🤓) basically, you’re going to soon know something is wrong, forcing you to do something and take action to fix it whatever that looks like or entails for you. Check with your card payment company and you are capable of keeping up with your available funds. Knowledge is power people. Educate yourself and cover all bases. But it’s NOT Apple’s problem, you just made a mistake somewhere or exhibited a lack of judgement at one point, to what extent exactly is unknown. Anyways I hope things worked out for you happy new year!
You have to contact your bank. They have blocked it for digital use on their end for some reason. Especially true if you have just got a new card.

Well I totally understand. It’s very likely you owe Apple money for something you recently purchased that your linked payment method” couldn’t cover. Are you sure you had sufficient funds in that linked account of yours? If you did not, ironically, the purchase will typically go through…but you still owe Apple whatever $$ amount. You probably had insufficient funds. Maybe you knew that, maybe you didn’t. But Apple doesn’t forget this, and so you won’t be able to download any new apps with in-app purchases until you pay them what you owe them. If you try to download anything new (this does not apply to past downloads already saved in iCloud) you’ll get that exact message saying “add payment method.” Simply and obviously because your supposed “already linked” account Apple isn’t accepting, most commonly due to insufficient funds. Other reasons I’m not sure. Based on the info you posted, clearly there is an issue with your current payment method on file. I know it’s easy to get irritated, and to assume it’s their issue, on their end, to fix for you. I will say that Apple doesn’t mess around, and they don’t just “mess up.” To even think Apple would make such a blatant error like that, over something as simple as not accepting your payment method, is just, well…oblivious and naive. Apple just wouldn’t do that. Like, ever. This is on you to fix. I’d definitely link another payment method, like stat…and a reliable one with sufficient funds at that. Until you do that, and you pay them what you probably owe, the experience will be limited on your phone. I am just speaking from experience. Exact same thing happened to me. Maybe it’s Apple’s way of making sure they get their money. Has your already linked payment always worked in the past? Any previous issues with it? You left out a ton of pertinent info in your post. So I may be way off in my answer as I just went off of what I knew, and that wasn’t much. Leaves one’s brain to wonder about alllll the actual situations and possibilities you meant to say, had you’ve been more specific that is. And with that comes several possible answers. I think you should be a lot more clear in your future posts. And now I feel like I just wasted my time answering you…when truly, I was never even given the whole entire question to begin with. If you want real, legit advice and answers about what to do about this or that in future, well…make sure those like me who view your question are provided enough info, by you initially, to go off of and formulate at least an educated guess for you. People want to help, but we’re not mind readers. We can only answer your concerns as deep as your post is deep, and can only guide you to a resolve as far as your initial post guides us. If you adhere to these basic rules of thumb, especially when publicly conversing in regards to such a lucrative, smart past comprehension, plus an extremely successful, praised, sought after, and respected-by-all worldwide company such as Apple…you should be WANTING as many legit answers as possible. All in all, you need to give enough info, and enough pertinent info at that, if you want us to respond with a worthwhile, helpful answer for you. You get your legitimate help and advice from us, and we don’t waste our time (answering you while our minds wander with possibilities, all because the post was vague making us unsure what is even being asked). If you disputed the charge through your bank, you will need to add a different payment method to download apps. Apple would no longer consider the card valid, as there is obviously some kind of problem and it may have even been due to a fraud which Apple would not know. Cancelling a subscription is only done once without an option to cancel it again, so not sure why or how you were able to cancel it twice.
Mine did that I had to wait like 30 days see seems like then I was able to get in acct because all of sudden I was being asked for a credit card number to verify who I was but I hadn’t hadn’t had that card in years plus I couldn’t even find anything with that full card number so I was locked out just watch what you answer when this happens I may be explaining something totally different but it all had to do with my payment method when I had money so it was very strange like my computer had been invaded I had to wait 30 days to access my full account reset my cards and passwords it was a stressful time .
