syncing photos to icloud does not turn on by itself, someone has to manually turn it on.

razmee209, Look at the image I attached with the first message. I have only 1 photo on both iphone and iCloud.
But i got alert that iCloud has some other photos.
Why i see the error that my iphone does not have all photos stored in iCloud?
