iOS Language preferences not working??

I live in Germany and I have the German Apple Store. I’m not originally German but Spanish, so I have my phone in Spanish. When I go to language and region in settings, I’ve chosen first Spanish and then English in the preferred languages list. I understood the apps and localized content will go through the list and chose the first available in the app. It happens to be that English is available for the German AppStore, but only and exclusively if I chose English as the first language, changing my phone language as well... What’s the preferred language list then for if it only works for the first language? Why would it let you chose more than one if the rest won’t cause any effect on the apps. I have to say that I only suffer this on Native apple applications: TV+, Music, App Store… Maybe Apple should get “inspired” from the developers of their on Store on how to handle localization and language settings on applications.
