Apple Pay Card Verification Has Wrong Phone Number

I’m trying to set up my bank card in Apple Pay, but when it tries to send a verification code, it’s an old number. I’ve confirmed my phone number with Apple ID is correct, it’s correct with Apple Pay, and I’ve made sure my bank also has the correct number. I have searched these forums and followed instructions from past post. I have no idea how apple received my old phone number when all my information has my current phone number. Is there any other way to have the number changed so it goes to my correct cell number?
