iCloud not syncing on MBP

Been trying to get a Mid-2015 MBP (updated OS to Monterey 12.6.6 today) to sync properly with iCloud for a month or two. It has shown the above message for a long time. iCloud is not updating to this laptop. Cancel is grayed out. Not clear way to shut off this process and start again. Zap PRAM? Uninstall?

Did that, no progress. The holdup was in the "keep a copy of iCloud on this Mac" selection down at the bottom. Was supposed to be off, but somehow activated. When I turned that selector off it gave me a warning that uploads were in progress and to continue would interrupt them. Confirmed turn off, then did a hard reset, and when it came back up iCloud was functioning normally.
