Mac OS Ventura 2023 MacBook Pro doesn't see USB A external keyboard/mouse after reboot

 have a new 2023 M2 MacBook Pro 14 running Mac OS Ventura 13.3.1(a). When I connect my external keyboard (either a Microsoft wired ergonomic or Logitech wireless via its USB unifying receiver, both USB A connected with a USB C dongle) and my Logitech wireless mice (again via USB A Logitech unifying receiver connected via a USB C dongle) it connects and works fine. When I shut down the computer and restart, they don't work unless I unplug the USB A cable from the USB C to USB A female dongle and plug them back in (replugging the USB C doesn't work). Doesn't matter if they are plugged into the MBP directly or plugged into a powered hub that is plugged into the MBP, unplugging the USB A part is required. USB C monitor connects just fine after reboot. The workaround (unplugging and replugging the cable to the hub) isn't hard, but is a minor annoyance. I thought it might be related to the USB C to USB A dongles, but when I tried a USB C to USB B cable to my old hub, it didn't make the problem go away (still worked, provided it was unplugged a replugged). This was no issue on any of my earlier Macs going back 20+ years. I have tried resetting the SMC, but that didn't make a difference.

Not helpful. If my keyboard is not being recognized by the computer, how can I log in under Safe Mode or do any login activity that requires holding down keys on the keyboard (which is not being recognized) during a reboot?

did you find a solution for this? I have a Macbook M1 (2021) and want to hook up my Logitech K800 (unifying receiver) via a USB A to USB C dongle adapter. I am currently updated to Sonoma 14.0 OS. I have not yet bought the adapter but after reading this it sounds like it might be a headache to try this.
