Sell the iPhone 7 and buy a newer phone......an iPhone XS or higher model.

If you have an iPhone, you have iOS.
But you will not have iOS 16 on an iPhone 7. Only a version of iOS that the iPhone 7 supports. For the iPhone 7, the latest release of iOS 15 is the end of the line. Today, that's iOS 15.8.2. If iOS 15 is not recent enough for you, you will need to replace your iPhone 7 with a more recent iPhone.

iphone 7 supports iOS 15.8.2.
I thought I could just by a new iPhone 8 on eBay but they have all have iOS 16 on them! So iPhone 8 series is the only iPhone that can’t use live wallpaper on lock screen! They should have never allowed iPhone 8 to go past iOS 15! My wife has an iPhone 8 but thank God she never updated past 15.7 and she never will!

The iPhone 7 and 7 Plus originally shipped with iOS 10.0. If you find one that's still new in the box, sure, it would support iOS 10.0, as long as you didn't update it, or let it update itself.
If you're asking whether you can downgrade one from a later version of iOS to iOS 10, the answer is "No."

The earliest iPhone 7 shipments did include iOS 10, but there's no way to get to iOS 10 now.
Not short of finding an iPhone 7 still running that, and resetting the iPhone 7 ownership will get you iOS 15.8.2.
