Find My is the only means Apple provides you to attempt to locate a missing iPhone. Having location services enabled, but Find My not, will not help.

Further Apple does not get involved in recovering lost or stolen iPhones. You can still contact them if you wish, but you are better off doing the following instead:

  • Immediately change your Apple ID password.
  • Contact your cellular provider and report this iPhone as stolen. They should be able to "blacklist" your phone's IMEI number to prevent it from getting cellular service ... regardless of the provider.
  • Contact your local law enforcement agency and report it stolen.
  • Unless you got the additional "theft & loss" coverage with your AppleCare+ plan, the plan by itself, will not provide you with a means to get a replacement phone without its full cost to you.

As a practical matter, it's gone. You're not going to be able to find it using Find My if you had the Find My feature on the phone shut off.

And you say that it was stolen – not merely lost. I suppose you could check police departments every now and then in case they happen to recover it, but otherwise, going in person, to places where criminals gather, to search for the criminals who have your phone, is probably not the best idea in terms of personal safety.

You can still report the theft to the police and to your phone carrier. Some phone carriers will put the IMEIs of stolen phones onto a "blacklist" so that the phones will never receive cellular voice, text message, or data service from any carrier who honors the "blacklist." You may not be able to mark the phone as Lost or to request a remote Erase, but if your carrier blacklists the phone, that may make it less useful to the thieves and their customers.
