I'm not experiencing this problem and I have an iMac M1 with Ventura 13.4 and Safari 16.5. Do you have any 3rd party clean up apps or anti-virus installed? Those generally can and will cause system problems in many different forms.

If you are not, then try booting into safe boot to allow the system to run some diagnostics and fix problems it finds.

Running Ventura 13.4 with the newer Safari 16.5 on 3 different Apple M1 / M2 computers over Fibre Optic Cable connection

No issues in 13.4 nor previous 13.3.1(a) or straight 13.3.1
