Memoji is available only on iPad Pro models that have Face ID as described in the article viewed before posting:
Use Memoji on your iPhone or iPad Pro - Apple Support
As far as downloading a Memoji, there isn't a way to do that from the Messages app. However, you can also use the Clips app to make a Memoji recording and share that.
