Can you open new Apps in Current Stage for stage manager? (part 2)

I have a similar problem as this person. I just got my new mac mini.

I also am seeing that the store manager options aren't working at all. Like for the "leave recent one on top". The recent one just goes back to it's space in the middle instead of going to the top/bottom.

Currently it is like this. The second one I believe is what is causing the problem but I have it disabled so the problem is still persisting?

Here is where I think the options are. I toggled them all and none work? The last thread said to pick "One at a time" but it doesn't make a difference.
