Cannot add text when trying to send photo or image with imessage

I have latest version of iOS on my iPad. Just recently when I try to add text to a photo or image I want to send, the keyboard does not show up so I can add text. I have to send the photo or image separately and then send a text. Restarting iPad has not helped.
