Since you indicate that you're attempting to pair your Apple Watch with a new iPhone, it sounds like this is an Apple Watch you already used or owned. If that is the case, and it was previously configured with a former Apple ID you had, it would be necessary to enter those credentials to remove the Activation Lock feature on the device to regain use of it. About Activation Lock on your Apple Watch includes more details on that function and reseting the device would not remove this requirement.
If access to that account is not possible, you may be able to start a support request using the link in the last section of How to remove Activation Lock.
If this device was purchased used or second hand and you are not familiar with the Apple ID, only the owner of that account can remove it. If you can reach them, have them complete the steps in What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else:
