If you do not recognise the Apple ID concerned it is possible that this watch is not new, but a used one that has not been released from its previous activation lock.

Do the following

On the iPhone

Settings, Messages, Turn off iMessage

Settings, Face Time, Turn off Face Time

Restart the phone.

Settings, Messages, Turn on iMessage, SMS, MMS

Settings, Messages, send & Receive, Start new conversations from,  select your Apple ID which should now be there.

Settings, Face Time, Turn on Face Time

On the Watch:

Put your watch on its charger and keep it there until you complete the erase. (select the watch OS version)

Erase Apple Watch – Apple Support (UK)

Erasing all content and settings this way erases all media, data, and settings from your Apple Watch, but it does not remove Activation Lock if it has one.

Wait for the process to finish, then set up your Apple Watch again. Set up your Apple Watch – Apple Support (UK)

When asked, I suggest you set up as new.

If you still get the unknown Apple ID ask the previous owner to remove the watch from their account in https://icloud.com/find

Nobody else, including Apple, can unlock it.
