I have a photo in my Files app on my phone. I want it to be in my Photos app. I cannot find a way to do this. When I open the photo and click the share icon (which has no label so I hope you know what I mean by that, it's the square with an arrow coming out of it), I get a menu that includes..."Save to Files". Um, I'm already in the Files app. There is a Copy menu item, but I cannot find a way to Paste inside Photos.

There is no "Save Image". There is a "Save to Files", but that is the app I am already in.

So, log in to your eMail provider's site, and attach it by browsing for it. Once eMail to yourself, save it to Photos.

Use an eMail:
eMail this to yourself, and then save to to Photos. Trash it, once the transfer is successful.
