Question is unclear but I had maybe the same problem: Spectrum Passpoint Secure kept trying to connect as a known hotspot even though I don’t have Spectrum. There’s no “forget network” option. I could turn off Auto-Join but I wanted it removed from known networks. I was able to do so by going to Settings > General > VPN & Device Management and removing the Spectrum profile I had found there (iOS v.17.4.1). It had probably installed the profile when I used to have Spectrum and installed the My Spectrum app, which I deleted before removing the Spectrum profile.

Remove the Spectrum app.
More: For info on Spectrum networking and services, check with Spectrum.
Here is their write-up on how they provide Wi-Fi and other services:

Spectrum uses their customer’s routers as a means to offload their cellular network.
And as mentioned above, if a profile was left installed, remove it.

I will assume you are encountering Spectrum Wi-Fi networks in your iPhone setup. These Wi-Fi networks are likely being provided by the installation of a Spectrum app. These carrier Wi-Fi networks are common, as they can offload network traffic from the carrier cellular networks onto Wi-Fi.
