Recycling Prep if already erased?

I am recycling my 2019 iMac(hopefully for a small refund). It will not reload Mojave from the internet recovery. It has been erased so as to do a clean install. How do you perform all of the "sign-outs" and "turn-offs" of the recycling prep if you can't sign in from that device?
