Someone else has managed to become administrator to account. How can I have this changed. They also have gained acces to all my other devices

You need to log into your Apple ID account and your iCloud settings, and secure it by removing unrecognized devices, using a new password and using trusted recovery/secondary authentication methods.
You need to also check your devices for managed profile settings, and log out everywhere after changing your password.
