When travelling if I turn data roaming and cellular data off on my iPhone XR will I still be able to receive calls

Yes you will be able to make and receive calls over the cellular network. Check with your carrier for the cost of making and receiving calls when you are traveling out of your resident country. You will also be able to send and receive SMS text messages.

Of course, you will not have any data access (internet) because you will have turned it off.
