Calls and texts are not tied to Data Roaming at all.
Calls and texts should be received regardless of the Data Roaming setting, but may cost extra while abroad.
As mentioned contact your service provider for the cost of calls and text on your service plan while abroad, and any Roaming plans they may offer.
