Hello amberjo1!

Please go to: Settings > General > Keyboard. Now, under DICTATION, please see if “Enable Dictation” is turned off. If it is, follow me below…

Now, please go to: Settings > Accessibility > Voice Control. At the very top, please make sure the switch next to “Voice Control” is turned OFF.

If both of these switches are off, and the issue persists, please Contact Apple for support and service - Apple Support.
