Is there a way on an Apple watch to have a face that doesn't show the time, but shows complications?

Since there is currently no way to set the Time Zone on an Apple Watch, I would only like to see the world clock complication. (An Apple Watch only keeps the Time Zone setting from the iPhone while it is connected to that iPhone and I don't have my iPhone at all times.)

If my iPhone is set to military time (UTC), as soon as I leave the vicinity of my iPhone or if my iPhone is turned off, my Apple Watch switches to local time, likewise, as soon as I am again near my iPhone or my iPhone is tuned back on, the time on my watch changes to match.

When running on a time zone other than the local time, I add the World clock to a face to remind me that my watch has a mind of its own when not connected to my iPhone. But, I would not like to see an incorrect time at any time. I don't know much about the way custom faces are made. Thank you.

I did submit feedback that the Time Zone should be able to be set on the Apple Watch, not only while the watch is connected to the iPhone. If the Time Zone cannot be set for your watch the way every other watch ever made can be, it should be able to be set on the iPhone and the setting still kept, when the watch is disconnected from the iPhone. The only actual real answer on communities to keep your watch on a specific time zone, was to not use an Apple Watch. People that live near a Time Zone border know as a group they cannot own an Apple Watch if they want to know what time it is.

(To show this behavior, set the time zone on your iPhone to something other than your local time zone, then once your watch shows the new time, turn off your iPhone, after a few minutes, you will see your watch change back to the local time. An easy solution to this problem is to keep your iPhone with you at all times, during water sports, diving in the ocean, etc. then of course you don't need the watch if you always have your your phone.)
