Clicking on an emoji doesn't enter on MacOS Ventura 13.4

When I pull up the emoji keyboard using Control/Command/Space (in ANY app including web browsers), and click an emoji twice (which is the way I’ve done emojis in every Mac I’ve had for as long as I can remember), nothing shows. The emoji does not appear, as if I’ve done nothing. Emoji keyboard is still there.

I expand the emoji window, and now when I double-click, the emoji shows.

I shrink the emoji window back to small, and SINGLE-click works for the chosen emoji. I click once, and it shows.

I close the emoji keyboard and then reopen it, and the original problem happens: the emoji does not appear, no matter if I clicked once or twice.

I've restarted several times and no change.

What gives? 😆
