How to prevent iPad brightness changes even after turning off auto brightness?

I have my iPad auto adjust brightness turned off and yet when I have the brightness turned down low (for a specific reason) it will all of sudden make the screen brighter. Why? I have the screen down low for a reason. It does it regardless if it plugged in or full battery.
