Apple has a great support article about Wi-Fi calling. Take a look: Make a call with Wi-Fi Calling - Apple Support
You will need to make sure that your wireless carrier supports Wi-Fi calling as well: Wireless carrier support and features for iPhone in the United States and Canada - Apple Support
