We recently all received an email from Apple that photos was going to change apparently drastically late June. So I followed the directions as suggested to sign up for the new system, iCloud, photos, and all my devices were already and have been set to these "new" settings for a long time. So what is the big deal here? What is the change?

The only change is that "My Photo Stream" is being discontinued. That is an old feature/service from before iCloud Photos that was a method to transfer photos between devices. See information in My Photo Stream - Apple Support
