How do I make sure that my unidentified callers button is off?

I need to unblock unknown calls. How do I do that?

Unblock unknown calls on my iPhone

Any other suggestions? I did that saved and even turned my phone off and on again but still won’t let me receive the calls. It won’t allow me to access a voicemail from an unknown caller and I’m almost positive it was one of my doctors.
