I can not access my block call list as there is no phone in my settings

Check to see that Silence Unknown Callers is set to ON. Open Settings ➔ Phone ➔ Silence Unknown Callers : Set this to OFF.

In your Settings, check under Apps. It's at Settings > Apps > Phone.
