You're not mistaken.
Q1. "I’m sorry but it seems to me like you didn’t take the time to read the question, and this is something I see all the time with highly rated 'specialists' on this forum. It seems like you make up answers just to get more points. I’ve never seen anyone with a high rating actually answer a question. I might be mistaken.[...]"
A1. No one is a specialist on these forums. We're just everyday users like yourself. I start my replies, briefly, and then proceed from there as necessary. It's the way I author my posts.

Q2. "[...]The question was 'how can I create a shortcut that when activated will open a camera and send the picture to me' and you answer about a bug that has to be reported. Either I’m terribly mistaken and really misunderstood the question, or you really didn’t read it at all."
A2. At the time of authoring your post, this was a commonly-reported occurrence on these forums. You cannot create such shortcuts --even with Siri. The GUI is designed by Apple. So, recommend to Apple that they make it such and option. And I'll leave it at that.
Do your Part: You can recommend this to Apple. Apple won't get back to you directly, but the more feedback they receive on this, the more they will know what is their customers prefer, and what features to include in iOS versions to come.
