Is the product activated? When not activated, Office suite apps go into reduced functionality.
Open Word. Click Word > About Microsoft Word and tell us what kind of license you have: Version and license type.

Could it be that Word is actually saving those documents to OneDrive by default and not to your local drive. Here is the Save As… panel for Word 16.73 on my Mac:
If you click that Online Locations, you will see OneDrive - Personal, and below Manage Storage Accounts button, you want to click On My Mac and set the correct File Format before saving.
From the Apple () menu > About This Mac panel, what version of macOS are you presently running?
What location are you trying to save them to? Your Documents folder?
Why not try by upgrading to Ventura latest? Might do the trick.

That indicates it's activated with a retail license. Version 16.73 is out.
