Technically, it is possible to charge an iPad from a USB Power Source that has the older USB Type-A connector - but not with a Lightning cable. Instead, you would require a USB Type-A to USB-C cable.

However, while technically possible, this charging arrangement comes with a penalty - in that the maximum charging rate will be reduced to 12W (i.e., 2.4A @5V). When charging with a suitable USB-C Power Adapter with a USB-C/USB-C cable, as supplied with your iPad, the maximum charging rate is 20W - allowing the iPad to charge both faster and more efficiently.
As such, unless you have a very specific reason to charge your iPad from a USB Type-A power source, you would be best advised to use a USB-C Power Adapter and USB-C cables to charge your iPad.

Not really. That would be something rather specialized and nothing that a USB-C to USB-C and USB-A to USB-C cables could also do without requiring an adapter. On top of that, Lightning is proprietary and maybe the most it could do would be to provide power without providing a data sync.
There is something that actually provides USB-C male to Lightning female, but it's only for use in connecting to a Lightning audio device (like Apple's Lightning headphones). It's very expensive too.

And no point either. Unless you have a very old charger brick, the USB-C cable from your iPad should be able to be connected to the iPhone power brick directly.
All iPhone charges for almost 4 years now have been USB-C.
