How do I stop the Cellular options from deleting itself when I restart my Apple watch?

How do I stop the Cellular options from deleting itself (going blank) when I restart my Apple watch?

This is not the first or only Apple watch that has done this.

If I restart my watch while outside or forget to open the Cellular settings menu before going outside (relying on cellular to go about my tasks) then it results in complete failure. -I end up with no Cellular (completely blank settings page) and no way to fix it w/o my phone in bluetooth range.

I’ve done network settings resets and restored my phone from a backup.

(Series 6, 7 & 8)

By a process of elimination this has nothing to do with me:

•I've had multiple apple watches throughout multiple Watch OS versions.

•All watches have the latest watch os.

•Ive reported it to apple and at&t wireless and been dismissed narcissistically (from the companies policies to admit no fault, not the support agent) each time.

•Ive restored and reset everything possible in settings.

•Ive started fresh with a new watch os install.

I think next time my goal is to get apple care and to replace the watch over and over until it is refunded (and then i start over).
