Apple menu > System Settings > Accessibility > Display > Reduce transparency - on to reduce; off to increase.

Sorry, I don't see any comment above; all I see is a screenshot that doesn't relate to the original question or to my reply which was:
Apple menu > System Settings > Accessibility > Display > Reduce transparency - on to reduce; off to increase.
Note at it is System Settings > Accessibility > Display
As shown above, you have to go to System Settings->Accessibility->Display (not System Settings->Displays)
Everyone telling you to go to Accessibility settings is ignoring the fact that this changes the look of lots of other things throughout the system, not just the menu bar.

Open System Settings and go to Accessibility > Display. Toggle on "Reduce transparency."

Your screenshot is from the wrong pane of System Settings.
