iPad in loop after update to iOS 16.5

Hi, I have a problem with a 7 generation ipad. Worked perfectly until I upgraded it to IOS 16.5 from IOS 16.4.x.

Device loops on startup all the time.

I tried to put it in DFU mode and restore it but iTunes give error 4013.

I showed it in an Apple Store and after trying them too to do the same operations they concluded that nothing can be done!

I assure you that before the update the ipad has always worked very well!

Some advice? Unfortunately with official ways I can not restore it to IOS 16.4.x

Is there any hope that with IOS 16.6 Apple will solve the problem ?

If you see error 9, 4005, 4013, or 4014 when you restore your iPhone, iPad, or iPod touch - Apple Support


If your iPad was working normally prior to update to iPadOS 16.5 - and is now stuck in a boot loop - you will need to restore to factory settings. This process will install a fresh copy of the most recent version of iPadOS, currently iPadOS 16.5.


Restore your iPhone, iPad or iPod to factory settings – Apple Support

Restore all content to iPad from a backup - Apple Support


You’ll need access to either a Windows PC (with iTunes for Windows installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).

Download and use iTunes for Windows – Apple Support

Update to the latest version of iTunes – Apple Support


Use of a PC or Mac computer is unavoidable. If you don’t have access to a suitable computer of your own, that of a helpful friend or family member will suffice. Alternatively, the technicians at the Genius Bar of your local Apple Store or Apple Authorised Service Provider (AASP) will be delighted to assist.

As you seem to have already sought assistance from an Apple Store, without success, you may have a hardware fault. You might try a different store (making an appointment prior to your visit is recommended), or might indeed wait for the next iPadOS update and try again.


You should note that all System Updates are digitally signed by Apple - and can only be installed whilst the digital signatures remain valid. After release of a new iOS/iPadOS version, the immediately preceding version continues to be digitally signed by Apple - however, usually within a few days, Apple will revoke the digital certificate with which the earlier version is signed.  iPadOS 16.4.1 is no longer available.

Start by connecting your iPad to its Power Adapter and allow the iPad to charge for at least an hour - or preferably overnight. This step is advised as a battery with very low charge, or is failing, may produce symptoms that emulate a boot loop.

If your iPad is stuck is actually stuck in a boot-loop, you’ll need to resolve this specific issue - which may entail “restoring” the most recent version of iPadOS to the iPad. This support page outlines restoration of an iPad to Factory Settings:

same issue for me.

IPAD 7th generation - IOS Update to 16.5 with following boot loop and restore error 4013.


My Apple Store tried to restore to factory settings, but received also restore error 4013.

They told me, that it is a hardware problem and that it would not be possible to repair this.

Replacing the IPAD would be the only option.


I didn't believe the story about the hardware error, because the loop was immediately after the update.

I tried to restore with different versions prior to 16.5, but this was declined.

A current restore test from today with iPadOS 17.1.2 (21B101) for iPad 7 (WiFi)

did also result in restore error 4013.


I have now bought a new IPAD, but would be interested in a cheaper solution.

Any idea?
