I can't reboot or upgrade iPad (6th generation)

My sons iPad just started to to a restart loop showing the apple over and over again. I´ve read that it´s possible to reboot it through a computer so I succeeded to set it into restore-mode.

I connected it to my computer and then tried to both update and reboot it. Nothing works. Everytime I start any of them, my iPad reboots again and I got a error message (4013) in my computer.

It the iPad totally wasted or is it something I can do?

You’ll find guidance for troubleshooting error #4013 here:

If you see error 9, 4005, 4013, or 4014 when you restore your iPhone, iPad, or iPod touch - Apple Support

If you continue to experience difficulties, you might be well advised to seek assistance directly from from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page.

Alternatively, if you have access to another Apple device, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed, the App can be downloaded from the App Store:

You might also visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to provide assistance:
