That is not iPhone Storage Plan that is iCloud Storage Plan.

iPhone storage cannot be increased however you can optimize iPhone using iCloud Storage.

When Optimize Storage is turned on, full-resolution photos and videos are stored in iCloud, and, when needed, space-saving copies are stored on your device. And as long as you have enough space in iCloud, you can store as many photos and videos as you want.

If you are out of storage on your iPhone, you have to delete things you don't need or use. This can include photos, apps, music, files, email, texts, etc. If you sync photos with iCloud, keep in mind iCloud is not a archive backup. It is s syncing service. If you delete a photo you sync with iCloud from your iPhone, it will delete on iCloud. You might want to consider moving your photos to a backup service for safe keeping, then you can delete them from your iPhone. You can Amazon Photo or Google Photo, or Dropbox or Carbonite as examples.
