Here’s is the automation I created that worked for me— the instructions are slightly different than what Sharkinstx posted.
Here’s how I managed to make automation work:

And I do hope our valued Moderator allows me to say this, because I believe commiserating with others on this board has real value, especially since Apple has enlisted us to solve problems it created, but:
I share many’s opinion that this “feature” was intentionally programmed by Apple despite the fact it flies in the face of common User Interface behavior. It truly breeds ill-will between this customer (me) and Apple. We shouldn’t have to become programmers to defeat an obnoxious feature virtually no one has ever asked for. It’s the equivalent of your radio turning on every time you start your car. Or the CD player. Or the cassette player. And you CANNOT choose to stop it from happening. It makes me NOT want to use Apple Music— I hope it doesn’t break the board’s rules to say that.
For me, at least, this issue is only with apple music. It's never happened with Spotify. I'm going to delete the apple music app from my phone because I never had this problem until I downloaded it a couple weeks ago.
Why does my iPhone start playing music when I get in my car? Such as, the last piece of music I would have listened to on my Spotify, even though my Spotify is turned off, it would automatically start playing as I get in my car.
Finally, this has worked for me:
To stop music from automatically playing in the car, you can turn off the CarPlay feature.
** Open the Settings app and tap Screen Time > Content & Privacy Restrictions > Allowed Apps > CarPlay.
All right, so using a version of this method is actually working best for me. I had posted a previous method where the automation simply pauses the music, but I would still get a random play of music once the car connected.
I accutally run two automations:
1 - Play "4'33" (blank track) early in the morning (before my commute) to prime the track:

I have not been able to prevent the last song I’ve listened to on my iPhone 13 Pro from playing in my Subaru. Turning my phone off while driving is dangerous, so I instruct Siri to do it instead: Hey Siri, stop music. It works but it is annoying when the music comes on without prompting as I pull out of the garage.
the only two way I’ve been able to fix this issue is i delete all the downloaded music from my music folder or I delete the app entirely. It’s why I stopped subscribing to music and won’t. I’ll continue with all the other music apps instead. Youd think they’d like to keep us instead of annoy us.

Go to Settings->General->AirPlay & Handoff->Set Automatically Airplay to Never?
Yep so my solution was to just delete the app; other streaming services have better algorithms in my opinion anyway.
Every time I park my car, I turn the volume down to zero. So even if I can’t turn off autoplay, the music doesn’t startle me when I pull out of my driveway.

Only this thing worked for me -
I deleted all songs from my Apple Music library, so basically I left nothing to be played.
The only thing that worked for me was removing the apple music app from my phone. Honestly this is really dumb. Good thing I have Spotify
I solved the problem by deleting all the music off my phone.
The Shortcut does not work for me. The pause executes but then music starts again. I even tried 5 pauses. The other issue is that even if I manually pause the music, and issue any SIRI voice command the music starts again as soon as SIRI exits. I have exhausted all possibilities. The only workaround I have found is to select a multimedia source other than Bluetooth. The Navigation still comes through the speakers but not music. This is horrible that Apple is ignoring this problem. I have noticed that Apple pretty much ignores issues posted by users so I do not have much hope they will help us out. iPhone 12 and BMW X3
Did anyone out there actually get this Shortcut to work? This answer sounded so promising, but I followed these steps and it did not work. I have an iPhone 15 Pro with iOS 17.1.1 (latest version as of current date) and my car is a 2020 Jaguar I-Pace. This is the 2nd car I have owned in which I cannot use Bluetooth with my phone because of this issue. This issue is more than just annoying, pulling out of the driveway first thing in the morning and having my workout music from the day before suddenly blasting out of the speakers is dangerous. Also scares any passengers I might have in the car.
I have also read about proposed solutions for turning off autoplay inside the Music app itself. Those proposed solutions did not work either. Plus, even if the Music app does not autoplay, then the YouTube app will autoplay, or the Podcasts app, etc etc.
Considering all the features Apple releases each iOS update, Apple: please consider providing a global override in the Bluetooth settings to turn off autoplay. I've been searching for a solution to this problem for over 4 years now and still nothing.
Please Apple, listen to your users. This should be a setting on the phone, not an issue with the car manufacturer.
You have to add “Wait” command before “Pause”. Set it to a few seconds period.
I deleted Apple Music. One less thing to think about.
