Here’s is the automation I created that worked for me— the instructions are slightly different than what Sharkinstx posted.
Here’s how I managed to make automation work:
I am running iOS 17.2.1 on a 2020 iPhone SE…

And I do hope our valued Moderator allows me to say this, because I believe commiserating with others on this board has real value, especially since Apple has enlisted us to solve problems it created, but:
I share many’s opinion that this “feature” was intentionally programmed by Apple despite the fact it flies in the face of common User Interface behavior. It truly breeds ill-will between this customer (me) and Apple. We shouldn’t have to become programmers to defeat an obnoxious feature virtually no one has ever asked for. It’s the equivalent of your radio turning on every time you start your car. Or the CD player. Or the cassette player. And you CANNOT choose to stop it from happening. It makes me NOT want to use Apple Music— I hope it doesn’t break the board’s rules to say that.

Thanks for the description of how to fix. Utterly ludicrous of Apple IMO to make this so complicated to turn off this “feature”.
You have to be kidding. There should be a way to turn off autoplay in the music app. This is another super annoying problem with IOS 17. Matching posters in contacts in annoyance level.

iOS 17 added an extra step where you need to allow the shortcut to run automatically.
Still doesn’t work. In fact, the shortcut runs, but does not pause the music.
Great. I added Wait 9 sec, and it works perfectly.
Apple developers are too busy making “a day in the life of a lazy 6 figure programmer in SF” TikToks. They don’t have time to fix basic quality of life issues.
Can you actually delete the Apple Music app? I think Apple does NOT allow user to delete it. I don;t find that option to delete the App.

Surely, Apple monitor or use AI to compile data on issues and requests? If not then they’re dumber than I thought.
I tried the suggestion of changing the general/airplay settings to never and it had no effect. The music still autoplays.
