Here’s is the automation I created that worked for me— the instructions are slightly different than what Sharkinstx posted.
Here’s how I managed to make automation work:
I am running iOS 17.2.1 on a 2020 iPhone SE…

And I do hope our valued Moderator allows me to say this, because I believe commiserating with others on this board has real value, especially since Apple has enlisted us to solve problems it created, but:
I share many’s opinion that this “feature” was intentionally programmed by Apple despite the fact it flies in the face of common User Interface behavior. It truly breeds ill-will between this customer (me) and Apple. We shouldn’t have to become programmers to defeat an obnoxious feature virtually no one has ever asked for. It’s the equivalent of your radio turning on every time you start your car. Or the CD player. Or the cassette player. And you CANNOT choose to stop it from happening. It makes me NOT want to use Apple Music— I hope it doesn’t break the board’s rules to say that.

No, I have not been able to get this method to work.
so Apple gives us a situation where we have to monkey about with our phones before we can drive.

It's all of a sudden happening when connecting to car AND now my watch.
I haven't even had the apple music icon enabled in a long time, so how it's doing this is bizarre and infuriating.
Apple should be paying all the people on this thread who are working to try to fix the issue.

This has been a problem for as long as I’ve had a car equipped with Bluetooth; I am sorry to report that uninstalling the music app does not keep music from playing.
It is definitely not the car audio because android phones don’t automatically play music after they connect to the cars via bluetooth
how sad that this seems to be the only option. I want the music on my phone. I just want to decide when it plays and which music plays.

Now the shortcut only works sometimes
Playing music automatically without an easy way to disable it is also a big safety issue; possible class action lawsuit.
They need to make it a setting

Shortcut works most of the time but haven’t worked out why sometimes it doesn’t.
could be the shortcut app needs to be open??
