Borrowed IOS device to reset password not working

Has anyone run into problems using the borrowed IOS device method for resetting an apple id password? When I use this method I keep getting the same response that I don't meet the password requirements, which I am certain I am following. In my case I am trying to remotely reset a password for a relative. The borrowed IOS device in this case is my iphone. I have ensured my phone is above ios 15 as recommended.

Based on what you've told us, it sounds like you're not meeting the requirements set by Apple to reset the Apple ID password. We recommend trying a different method mentioned in the article linked to your post: If you forgot your Apple ID password - Apple Support
