Manual management of music stops working after iOS update

Recently updated to iOS 16.5, and I can no longer drag-and-drop music from iTunes to my iPhone SE. I've tried enabling and disabling the Sync Music function to reset the function, but that doesn't seem to work either - when enabling, the sync didn't happen; when disabling, the deletion didn't happen.

I have a vast CD collection (~30 years and >10k discs), and generally manage my own music, as the phone storage capacity isn't large enough, and my music interests change from month to month. All music stored in AAC format. Please help!

Resolved, weirdly. With the iPhone connected via cable to the PC, I powered it off and then on. Magically, iTunes then prompted that it couldn't communicate with a locked device; I unlocked it, and it's back to normal.

Notable: when I click the iPhone button to inspect the phone from within iTunes, the "Manually manage music and videos" is not checked. I'm not willing to look a gift horse in its mouth, but I'm officially afraid to touch the thing.
