It sounds like you're using Family Sharing with Apple Music but your daughter can't access it.
We'd recommend checking the following.
Both links below are from How to share purchases with your family - Apple Support
First, make sure she's in the Family Sharing group as outlined in the link below.
If she is, then we'd advise making sure purchase sharing is also turned on for whomever is the organizer of the family group.
After confirming those two things, check if she can access Apple Music with her Apple ID at that point. If not, let us know what happens when she tries to use the service.
