Maybe it helps if I break it down in smaller steps, then you may be able to react where it goes different for you.

1. Both devices must be registered with your Apple ID account (account for iCloud services). It won’t work by using someone else’s iPhone.
2. Set the Apple TV to SDR (at least temporarily) for best results.
3. Select the Color Balance function on Apple TV.
4. Unlock your iPhone, or wait for the notification on the Lock Screen.
5. Move your iPhone close to the Apple TV box, until you get a next notification on the iPhone.
6. Click Continue on iPhone.
7. The TV screen should change, with a rectangle in the middle where to hold the iPhone.
8. The iPhone screen will give instructions on turning it so that the Face ID scanner and front-facing camera is pointed at the TV screen.
9. The instructions on screen will tell you to hold it somewhat still over the rectangle, about ¾ inch/​2 cm or a bit closer from the screen, but not touching the screen.
10. The procedure will start automatically, when the position is deemed correct, by showing solid colors on screen in the middle rectangle, one after another, that the iPhone will measure the color of.
11. After a couple of seconds, it will say Complete, and offer a before|​after comparison (Original|​Balanced). Choose one to finish the procedure.

On what device are you trying to watch this?

Content colors should be calibrated, and not have app dependency. You can use the device color settings, if adjustment is needed.

If you meant to use the Color Balance function for the Apple TV box (tvOS 14.5 or later), then you will need to use an iPhone with Face ID, iOS 14.5 or later, with a matching Apple ID account for that. Same here. Have tried for over an hour and iPhone won’t calibrate to the screen thing on the tv through face camera. Please help
