in settings: my name- Apple ID, iCloud+, Media & Purchases is greyed out and I cannot tap on it to check on anything.

This could also be expected behavior if you have Screen Time restrictions enabled for your iOS device: Use Screen Time on your iPhone, iPad, or iPod touch.
Also, if your iPhone was provided by a school or employer, they may have restrictions set. Contact the IT department or administrator:
