My iCloud storage was full and I had many pictures that didn’t go to cloud. I upgraded storage plan but my old pictures which didn’t go to cloud still not in cloud. Why??

As for your photos, iCloud may not automatically back up older photos that were taken when your storage was full. What you can do is manually backup your iPhone again now that you have more storage.
Connect your device to Wi-Fi.
Go to Settings > [your name] > iCloud > iCloud Backup.
Tap 'Back Up Now'.
Also, remember to keep your device connected to Wi-Fi until the process completes.
