GIFTED A USED IPAD but past owner forgot the APPLE ID PASSCODE

I’ve been given an iPad from my mother who lives in NL (I’m in ON).

She has forgotten the Apple ID password. She does NOT have the proof of purchase.

The email that is associated with this iPad is no longer in use. But her phone number is still linked to the Apple ID.

I tried having a verification code sent to my mother’s phone number in order to verify that the Apple ID is hers but this also did not work.

I’ve unfortunately locked myself out from trying to guess the password too many times.

How long will I be locked out? How do I reset the password?

Then in desperation I activated a “recovery” which stated that should be a last resort.

I don’t know how to cancel that “account recovery”. Should I?

Do I have other options?

I can’t do anything at this moment anyways since I’m locked out…..

Any suggestions?
