It is possible that your carrier does not provide this feature. Either way, it may be best if you contact them, for further assistance and inquiries.

I am having this same issue. I keep getting the message “MMS needs to be enabled…” when I try to send a picture to a non-iPhone user, but it already is. This issue started after my iPhone 13 Pro Max updated to iOS 16. I can, however, send photos to other iPhone users w/no problem. I have reset my network settings, rebooted my iPhone, checked my settings (iMessage, SMS/MMS, Group messaging) multiple times, but nothing has worked. My carrier is AT&T and I have always been able to use the MMS/Group messaging feature without a problem. What else can I do?
Please help us help you. What Apple device and what OS version is it running???
