Phone Xs Max running iOS 16.5 will not allow app deletion

I have an iPhone Xs Max running iOS 16.5. It will not allow me to delete apps, in fact nowhere does it offer the option to delete - only hide or delete from home screen. I have searched online for solutions, tried each and every method offered. Obviously including Screen Time/Content & Privacy Restrictions/ iTunes & App Store Purchases/ Allow Deleting Apps; iPhone Storage; App Store.... None work.

Please note that this is my personal phone, and I have been using it for nearly 5 years. This problem started with a recent update.


I have no parental controls enabled, nor do I have MDM. My business email is just that - a Google enabled email account. It has no other functionality on my phone.


None of the apps I am attempting to delete are built-in apps

Settings/General/VPN & Device Management - No business account profile


Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases/Deleting Apps

and if it says Allow, change to Don’t Allow, then change it back to Allow - I've done this multiple times - including powering off between each step. Just did it again to confirm.
