To pair AirPods with an iPad, you would just open the case lid next to the iPad and you'll get a prompt on the screen to pair them. Unless the iPad is an old model and running a software version older than iOS 15.1. If that's the case then you would need to put them into pairing mode to pair.
With an Android device, you would also need to put them in pairing mode to pair. You use these steps to put them in pairing mode:
AirPods (all generations) or AirPods Pro (all generations): With your AirPods in the charging case, open the lid, then press and hold the setup button on the back of the AirPods case for about five seconds, or until the status light flashes white.
Pair AirPods with a non-Apple device
Once the light is flashing white you would just navigate to the Bluetooth settings on the device and select the AirPods to connect with.
